Job Description:

We have been retained by a municipal authority to find their next Executive Director. This high profile position will require an experienced leader who can work closely with a Board of Directors and answer to local tax payers. The successful candidate will be responsible for planning, managing, directing, assigning, controlling and directing the operation of Water and Wastewater (sanitary and storm sewer systems) facilities involving a professional staff complemented with a large technical, skilled and semi-skilled staff. 

The Executive Director, with the assistance of assistants, consultants and the technical and engineering staffs, assumes personal control of engineering, systems and projects with the objective of long-term planning and program development. The successful candidate will assist in negotiation/strategic planning, grievance arbitration, labor relations, and is responsible for hiring, firing and disciplining subordinates.  General direction is received from the Board with considerable latitude given for exercising independent judgment in carrying out assignments and dealing with emergency situations.  Performance is reviewed by reports, conferences, meeting assignments, goal achievements and evaluation from customers.

Responsibilities

  • Establishes a cohesive staff, which concerns itself with long term planning and program development, as well as the efficient and economical operation of Water and Wastewater plants and facilities
  • Organizes, directs and controls the operation and maintenance of the Water and Wastewater facilities
  • Prepares and recommends an annual capital and operating budget for both the Water and Wastewater facilities;
  • Creates and enforces procedures and policies in the operation of Water facilities and plants
  • Attends meetings and conferences to facilitate the smooth operation of both facilities
  • Monitors and approves facility budgets, budget requests and expenditures, and monitors expenditures accordingly
  • Administers with staff all contractual agreements
  • Prepares accurate records and reports of facility operations and maintenance, periodically reporting to the Board and Authority
  • Confers on behalf of the Board with county, state and federal officials and agencies regarding regulations, compliance and objectives
  • Enforces the Rules and Regulations of the Board
  • Ensures compliance with all federal and state rules and regulations governing the system’s operation
  • Coordinates facility-wide safety and personnel training programs for new and existing employees
  • Oversees contractual agreements with customers for supply of water;
  • Provides for the proper handling of customer and public complaints and suggestions concerning water and wastewater
  • Confers and coordinates, using staff as needed, with City departments providing support services to the Board concerning water supply problems, legal claims problems and billing issues
  • Develops and executes on behalf of the Board and with the assistance of the consulting engineer and rate consultant a Capital Improvement Program which addresses infrastructure deficiencies
  • Receives, investigates and disposes of major customer complaints and concerns
  • Represents the Board as necessary at public functions and forums. 

Qualifications

  • Thorough knowledge of modern practices and principles of administration, supervision and management
  • Knowledge of the regulatory, financial and rate-making aspects of water utility operation
  • Experience with the unit process of water and wastewater treatment, water chemistry, laboratory testing, utility operations and plant maintenance practices, as well as water distribution and metering principles
  • Exceptional oral, written communication and interpersonal skills
  • Ability to plan, organize and direct a large staff of professional and sub-professional employees
  • Ability to maintain good working relationships with appointed and elected officials, and the general public
